This report reviews trends since the GLF in Dakar in May 2015 to the GLF in Bandung in September 2018. It draws on 21 submissions from 18 ILC members and three ILC initiatives, covering a total of 30 countries across different continents. The submissions were made in response to an open call issued by the ILC Secretariat in March 2018. They provided insights about some of the issues that members are grappling with.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security explicitly mention pastoralists as users of the Guidelines and as targets of capacity building. Despite the historical and often ongoing marginalization of pastoralists, this technical guide has been developed in response to emerging opportunities to support pastoralists and to strengthen their land and resource rights.

This article serves as an introduction to the special issue ‘A Local to Global Perspective on Resource Governance and Conflict’. It advances the debate on natural resource governance and conflict by bringing together three different strands of literature with the aim of developing a local to global research perspective and framework for analysis. First, this article reviews and identifies research gaps in the literatures on (1) the resource curse, (2) environmental security and (3) the large-scale acquisition of land and natural resources.

Much has been written on land deals, their impact and challenges of contestation in the Global South. Multiple studies show that communities are high-spirited as long as they oppose the actual conversion of their land. My findings illustrate, however, how companies, local authorities, communities, civil society and the government mitigate conflicts, re-shape resource governance, and negotiate terms of development in operating plantations and local-global dynamics thereof.

While the phenomenon is neither new nor specific to this part of the country, the scale it has taken in recent years makes it a worrying subject. This land conflicts are driven by a multitude of actors with traditional authorities, agricultural producers and the urban elite at the center.

Le 11 mai 2017 a marqué le 5ème anniversaire de l’approbation des Directives volontaires pour une gouvernance responsable des terres, des pêches et des forêts dans le contexte de la sécurité alimentaire nationale (DV) par le Comité de la sécurité alimentaire mondial (CSA). Les DV ne sont plus simplement des mots dans un document et leurs principes et processus incitent les personnes du monde entier à agir et à changer leur réalité.
