The China Forest Tenure Project was implemented by the State Forest Administration (SFA) and the Food and Agriculture Organization of the United Nations (FAO). An appreciation of the lessons learned from the project requires an understanding of the context in which it operated. For that purpose, a brief sketch of the history of tenure reform in China is presented here, followed by a discussion of the tenure process and background information on policy and regulatory constraints.

In developed and developing countries all over the world, farmers and indigenous and local communities have traditional knowledge, expertise, skills and practices related to food security and to food and agricultural production and diversity. Since its creation in 1945, FAO has recognized the significant contributions these make to food and agriculture, and the relevance of on-farm/in situ and ex situ conservation of genetic resources for food and agriculture.

Land sector challenges are vast and complex. Insecure rights to land continues to affect more than 2 billion people living in urban and rural informality worldwide, with women, youth and indigenous people faring the worst. We need more strategic partnerships, at all levels, that drive innovative thinking and provide practical solutions to these tenure security challenges.

Increasing global demand for natural resources is intensifying competition for land across the developing world, pushing companies onto territories that many Indigenous Peoples and rural communities have sustainably managed for generations.

Putting the voluntary guidelines on tenure into practice: a learning guide for civil society organizations is a learning guide which has been designed specifically to give civil society and grassroots organizations a deeper understanding of the VGGT. It provides civil society organizations with a methodology and a set of materials to undertake training on the VGGT with civil society actors from the grassroots to the national level. Trainees will learn how to apply the VGGT to actual tenure gover nance.

In light of the endorsement of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), this Information Brief aims to provide concise and practical elements for a responsible governance of fisheries.
