The scope of this Regional Law shall be management, conservation, protection and reproduction of forests located on urban land. Urban forests shall be registered within the boundaries of urban areas and shall be destined for recreation of the population and conservation of favourable environment.

This regional law establishes the modalities of land use planning of urban land based upon coordination of public and private interests and conservation of urban forests and forest parks. Regional administration shall be competent in the field of mapping and modification of urban land boundaries.

This Regional Law establishes the modalities for elaboration of land-use planning project containing land-use planning scheme, mapping of boundaries of land areas with graphic presentation in accordance with Urban Code, urban vegetation and urban recreational forested areas, objects of cultural heritage, and potable water supply areas and sources.

This Regional Law establishes the modalities of forest management and protection of forests located on urban land. The purpose of urban forests shall be to ensure conservation of favourable environment and urban forests shall be used for recreational, healthcare and sport purposes.

This Regional Law establishes that forestry taxes and lease payments shall be collected for: (a) allotment of standing timber pertaining to forest fund (public forest); (b) procurement of edible and non-edible non-timber products; (c) secondary forest management; (d) use of forest fund (public forest) for hunting management; (e) recreational use of forests; and (f) use of forests for scientific

This Regional Law establishes that forestry taxes and lease payments shall be collected for: (a) allotment of standing timber; (b) procurement of edible and non-edible non-timber products; (c) agro-forestry; (d) use of forest fund (public forest) for hunting management; and (e) recreational use of forests, including tourism, sport and culture.

The scope of this Regional Law shall be to regulate social relations in the sphere of historical and cultural heritage, ensuring access thereto of citizens and conservation and promotion of historical and cultural habitats of the regional population. Objects of cultural heritage shall be classified as federal, regional and local (municipal).

This Ministerial Decree stipulates that national parkland may be leased for recreational activities in accordance with land legislation, legislation on protected areas and this Regulation. The following plots of land located within the boundaries of any national park may be leased: (a) areas of tourism; (b) areas of ecological education; and (c) recreational areas.

The present Regulation is made under the Private Managed Forest Land Act. The Regulation provides for determination of exit fees and lays down provisions relating to critical wildlife habitat, including appeals.

The present Regulation enforces the Public Lands Act. In particular, the Regulation lays down provisions relating to the authorization of activities carried out for recreational purposes, such as, hunting, fishing, camping, boating, hiking, bicycling, the use of motor vehicles, etc.
