Land policy : securing rights to reduce poverty and promote growth

Land and property are usually the most important physical assets for poor households. In low-income countries served by the World Bank's International Development Association (IDA), land reform is an important part of IDA's overall effort to address poverty and growth constraints, foster better environmental management, and promote gender equality. It also helps societies rebuild after conflicts and natural disasters, such as in Sri Lanka and Aceh, Indonesia.

Drawing primarily on a series of sectoral papers presented at a UNDP-EC workshop on poverty and the environment in January 1999 and on supplemental materials, this paper attempts to provide an integrated framework for looking at poverty-environment interactions across a number of resource regimes. It seeks to identify common analytical elements, to identify principles that have produced win-win outcomes, and to extract some general principles for policy formulation and implementation.

Hardest hit by desertification is Sub-Saharan Africa, where poverty is more widespread, preparedness for catastrophe is lower, and means for adequately coping with the phenomenon are very weak; two thirds of the arable land will be lost by 2025.The subcontinent needs improved integrated initiatives on local, national und multinational level for a sustainable natural resources management. Environmental Information systems can increase awareness and throw light on decision making processes on the complexity of desertification badly needed by most African countries.
