This case study draws on an analysis of urban land markets in the East African region. The research was undertaken by Paul Syagga, School of the Built Environment, University of Nairobi, and commissioned by Urban LandMark. Some learning and reflection activities based on the case study are provided. The next part of the document presents examples of how people access, trade and hold land in various East African cities. The final component of this document includes a summary of the key issues covered in the case study and recommendations arising from it.

This case study draws on a regional study of urban land markets in southern Africa. The research was undertaken by Resetselemang Leduka of the National University of Lesotho, and commissioned by Urban LandMark and UN-HABITAT. 

Building on Tanzania’s Kilimo Kwanza (‘Agriculture First’ strategy), the SAGCOT Investment Blueprint describes how $2.1 billion of private investment will be catalysed over a twenty year period, alongside public sector grants and loans of $1.3 billion. The result will be a tripling of the area’s agricultural output. Approximately 350,000 hectares will be brought into profitable production, much of it farmed by smallholder farmers, and with a significant area under irrigation. 

Macha Mission in Choma District of Southern Province, Zambia was founded by the Brethren in Christ (BIC) Church in 1906 and granted title deeds to 3,003 hectares of land by the British colonial authority of the time. Since then the Mission has built a church, a hospital (which today includes a pioneering malaria clinic), two schools, and houses for its workers. A large market has grown up near the hospital, serving local workers and hospital visitors.

This paper analyzes the implications of copper mining in Zambia on customary rights to land and forests, and the societal stakes associated with foreign investment in the mining industry. Copper mining affects forests, and in turn the people with customary rights to those forests, in a number of direct and indirect ways, from deforestation during green site development and selective harvesting of timber to the significant but indirect pressures over forests through infrastructure development and the population pull effect of mining towns.

This series of briefs has focused on the importance of a legal framework
for land that fosters tenure security for rural citizens and provides a foundation forv equitable and vigorous rural development. However, good laws alone do not assure genuine reform. The effectiveness of a law depends on adequate capacity and the will to implement the law. In the case of land legislation, this applies to both those who claim rights— typically individuals, communities or firms—and those who administer land rights, namely the government and and legitimate non-state authorities (e.g.,

The cities in southern Africa reflect the rapid urbanisation characteristic of sub-Saharan Africa in general. Angola, Botswana and South Africa have the highest levels of urbanisation with about 60% of their population living in cities in 2010 and this percentage is expected to rise to about 80% by 2050.

The cities in the East African region are characterised by rapid urbanisation and uncontrolled spatial sprawl, with large informal settlements and inadequate service provision. The research study investigates how urban land markets operate in such a context, and particularly, how effectively poor people can access, trade and hold land.
