Las Naciones Unidas, en su agenda 2015-2030 –concretamente en el obje- tivo de desarrollo sostenible n° 11: ciudades y comunidades sostenibles–, se propone la consecución de ciudades y asentamientos humanos inclusivos, seguros, resilientes y sostenibles, si se asume, como expresa la misma or- ganización, que la mitad de la población mundial vive en ciudades, lo cual es crucial para el desarrollo sostenible. Si bien el objetivo es claro, el reto es encontrar la forma de conquistarlo.

The Global Human Settlement Layer (GHSL) produces new global spatial information, evidence-based analytics describing the human presence on the planet that is based mainly on two quantitative factors: (i) the spatial distribution (density) of built-up structures and (ii) the spatial distribution (density) of resident people. Both of the factors are observed in the long-term temporal domain and per unit area, in order to support the analysis of the trends and indicators for monitoring the implementation of the 2030 Development Agenda and the related thematic agreements.

The Regional Action Plan for the Implementation of the New Urban Agenda in Latin America and the Caribbean (RAP) seeks to be the regional expression of the New Urban Agenda (NUA). It promotes evidence-based policy making, setting out potential actions and interventions as well as relevant and priority policy guidance for all Latin American and Caribbean countries towards the achievement of sustainable urban development.

El Plan de Acción Regional para la Implementación de la Nueva Agenda Urbana en América Latina y el Caribe (PAR) pretende ser la expresión regional de la Nueva Agenda Urbana (NAU). El PAR promueve la elaboración de políticas basadas en evidencia de las dinámicas de la urbanización, y establece recomendaciones de acciones e intervenciones potenciales, así como también orientación política relevante y prioritaria para todos los países en América Latina y el Caribe para el logro del desarrollo urbano sostenible.
