Private sector actors as ad-hoc decision maker in Mekong hydropower

This study highlights the important role of private sector actors as ad4hoc decision  makers in hydropower development in the Mekong region. It is impotant to recognize that many situations are shaped by multiple drivers located at different scales. Such multi-dimensional and scalar contexts thus require corresponding  multiple strategies that will often be mutually supportive (applicable at all scales).
