This Act provides for the control on the development of land and for this purpose establishes the Development Control Authority. "It shall be the duty of the Authority to institute a survey of the State, examining the matters which may be expected to affect the development of the State or the planning of its development and in any event to keep all such matters under review" (sect. 6(1)). For the purposes of subsection (1), the Authority shall prepare a survey of matters mentioned in subsection (1) and a Development Plan as described in subsection (3) of section 6. The Minister shall appoint a Town and Country Planner for the purposes of this Act (sect. 7). Development of any land or buildings requires a permission from the Authority and subdivision of land shall be in accordance with the Development Plan (sect. 8). If land has been developed without a permission, the Authority may serve a notice under subsection (5) of section 8 requiring the breach to be remedied ("The Enforcement Notice"). An Appeals Tribunal is established under section 14. Appeals against refusal of permission by the Authority or excessive conditions attached to the permission shall be referred by the responsible Minister to the Tribunal. The Minister may regulate, inter alia, the matters specified in section 23. (27 sections completed by a Schedule: Development for which development permission is unnecessary)
