The Act consists of 86 sections divided into 9 Parts: Administration (I); Concessions and leases (II); Licenses (III); Mining licenses on State Lands (IV); Mining partnerships (V); Prevention of theft of raw gold or silver, or of valuable minerals or precious stones (VI); Offences (VII); Procedure (VIII); Miscellaneous (IX).The Commissioner of Geological Surveys and Mines shall have charge of metals and minerals and act as guardian of such resources. The Minister may declare Mining Districts under section 4 and for each Mining District a Mines Officer shall be appointed pursuant to section 5. The Mines Officers shall act under directions of the Commissioner. Powers of these officers and the Commissioner are set out in section 10. The Minister may grant mining concessions in accordance with sections 11 and 12 and a permission to explore under section 13. Land rights may be granted in respect of unoccupied land under section 16. Timber on land covered by concession or lease may be cut but if the timber is removed a royalty must be paid (sects. 17 and 18). Land under concession or lease may be required for public purposes. A mining license may be issued by the Commissioner, with approval of the President, under section 28. Section 33 and following concern mining licenses on private lands. Regulation making powers of the Minister are set out in section 79. They include the regulation of water use and water rights and use of surface of land and cutting of timber.
