This Ordinance provides rules for the development of land and land-use planning in general and provides for control on development. It establishes the Land Planning and Development Control Board and the Planning and Development Appeals Tribunal and requires the Governor to appoint a Planning Officer. The Planning Officer may, and if so required by the Governor in Council shall, submit proposals to the Governor in Council for the preparation of a development plan. No person shall carry out any development unless, prior to the commencement of such development, appropriate development permission from the Board has been obtained. “Development” includes storing or otherwise depositing waste materials or other refuse on land. The Planning Officer shall maintain a register of decisions regarding planning. Such decisions shall be notified to the Register of Lands. An application for development permission in respect of development which may have significant effects on the environment shall be accompanied by a report on the environmental effects of the proposed development as set out in Schedule II. The Planning Officer shall consult the Environmental Coordinator on matters affecting the environment.
