An Act of Parliament to give effect to Chapter Eleven of the Constitution; to provide for county governments' powers, functions and responsibilities to deliver services and for connected purposes.

This Act provides for the election, functioning, control of, tasks and powers, etc. of county governments as provided for under Article 176 of the Constitution. It also provides for a wide variety of matters relating to public administration at local level such as civic participation, access to information, public comunication and the protection of minorities.A county government shall be responsible for any function assigned to it under the Constitution or by an Act of Parliament. A county government shall be responsible for planning and development of its county in accordance with the principles and objectives set out in Part XI of this Act. Objectives include: facilitation of the development of a well-balanced system of settlements and ensuring productive use of scarce land, water and other resources for economic, social, ecological and other functions across a county; and the achievement and maintenance of a tree cover of at least ten per cent of the land.
