This Regional Law shall be applicable to all categories of protected areas of regional significance constituted either with expropriation of land areas from land owners or without it. Conservation and management of protected areas shall be based upon the following principles: (a) priority of conservation of protected areas with regard to management thereof; (b) priority of management of protected areas for scientific research purposes; (c) prohibition of any economic activity incompatible with the regime of protected areas. In protected areas in accordance with the acting legislation can be applicable: (a) prohibition or restriction of economic or other activities not complying with the purposes and tasks thereof; and (b) restriction on visiting of protected areas. State nature reserves, biosphere reserves, dendrological parks, botanical gardens and nature monuments shall be constituted in accordance with federal legislation and decisions of the Regional Government.
