This Regulation is formulated in accordance with the Water and Soil Conservation Law of the People’s Republic of China, aiming to regulate the water and soil conservation work in Zhejiang Province. It provides for the implementation of water and soil conservation target responsibility system and responsibility lifelong accountability system. Soil and water conservation work shall be mainly under the territorial management of the local people's governments at county (city, district) level. Water and soil conservation shall be integrated into the scope of resources and environment protection audit, and the auditing results shall be an important basis for examination in water and soil conservation target responsibility system. Water and soil conservation planning shall be based on the results of water and soil loss investigation and delimitation of key prevention areas and key control areas. The local governments shall take measures to strengthen the ecological recovery of in key prevention areas and improve water and soil conservation project construction in key control areas.The Regulation further provides for the monitoring and supervision of water and soil conservation and for legal liabilities.
