These Rules, consisting of 29 articles, are formulated in accordance with the Soil and Groundwater Pollution Remediation Act.Competent authorities at all levels shall adopt appropriate measures to investigate pollution, including: 1. Investigation of land type, actual use, and state of ownership; 2. Inventory of pollution sources; 3. Preservation of verifying documents connected with pollution investigation responsibilities; etc. The rules further make provisions for the content of a competent authority official announcement of a control site or remediation site, the content of a pollution control plan, the content of a soil and groundwater investigation and assessment plan, etc.
