This Regional Law establishes the legal basis for the development of mountainous areas of the Republic of Dagestan, the preservation and rational use of their natural resources and cultural heritage. Mountain territory shall be considered terrain with rugged relief and relative elevations of 500 m or more within a radius of 25 km, as well as terrain with an absolute height of relief of 1,000 m and more. The basic principles of the state mountain policy shall be as follows: (a) gradual implementation of state mountain policy measures; (b) participation of unions (associations) of commodity producers and entrepreneurs in the formation and implementation of the state mountain policy; and (c) availability of information on the socio-economic status of the mountainous territories of the Republic of Dagestan, the activities of state bodies carried out in respect of the mountainous territories of Dagestan. The objectives of mountain policy shall be as follows: (a) sustainable development of mountain territories; (b) social support and ensuring employment of the population of mountain areas; (c) ensuring conditions for improving the level and quality of life of residents of mountainous settlements, increasing their incomes, as well as reducing differences in the level of socio-economic development of mountainous, lowland and foothill territories; (d) creation of conditions for reducing the outflow and stabilization of young people in mountainous settlements; (e) preservation and reproduction of natural resources of mountain territories; (f) creating a favorable investment climate and attracting investments for the development of mountain areas; (f) promotion of small and medium enterprises in mountain areas; (g) provision of conditions for the implementation of the activities of cultural, healthcare, educational, social protection, physical culture and sports institutions in mountainous settlements; (h) an increase in the volume of production in mountain areas; (i) prevention and liquidation of the consequences of hazardous natural processes and phenomena - landslides, avalanches, mudflows, landslides, flooding of territories, soil erosion, and other processes and phenomena that have a negative or destructive effect on mountain territories; and (j) conservation and restoration of cultural heritage sites.
