This Act makes provision in relation with any mortgage, charge, debenture, loan agreement or other encumbrance, whether legal or equitable, which constitutes a charge over an estate or interest in land in Uganda or partly elsewhere.

This Act sets out the procedures for the acquisition of land by the State for public purposes. The Minister may, by Statutory Instrument, make a declaration to the effect that specified land is required by the Government for a public purpose.

This Act requires copies of provisional certificates of claims issued under the Uganda Agreement, 1900 to land owners in Buganda to be filed in the Department of Lands and Surveys of the Government and enhances search and examination by applicants of such copies.

This Act provides for the continuation of the Development Loans Fund established under the African Loans Fund Act and provides with respect to its administration.

This Act grants powers to the Minister to make emergency regulations during an emergency proclaimed by a Proclamation issued under article 110 of the Constitution. The Regulations may, among other things, authorize the acquisition on behalf of the Government of any property, including land.
