After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place. Since his election in July 1994 as the country's first and only directly elected president, Aleksandr LUKASHENKO has steadily consolidated his power through authoritarian means and a centralized economic system. Government restrictions on political and civil freedoms, freedom of speech and the press, peaceful assembly, and religion have remained in place. The situation was somewhat aggravated after security services cracked down on mass protests challenging election results in the capital, Minsk, following the 2010 presidential election, but little protest occurred after the 2015 election.


Belarus is a presidential republic in name, although in fact a dictatorship.

Ministerial Decree No. 1736 implementing Presidential Decree No. 671 on certain aspects of expropriation and allotment of land.

This Ministerial Decree sets forth the procedure for carrying out tenders for land lease contracts for construction following a local decision authorizing the expropriation and allotment of land. Any legal person, individual entrepreneur or foreign legal person shall be authorized to participate in the tender. Damages resulting from the expropriation of land shall be compensated; amounts shall be based on: (a) the value of removed buildings and constructions; (b) removal cost; (c) losses due to the restriction of landowners’ and tenants’ rights; and (d) lost profits.

Decree No. 169 of the Council of Ministers validating the Regulation on lease of surface water bodies for fishfarming.

This Decree establishes the modalities of allotment of surface waterbodies (ponds and water-flooded pits) on lease in accordance with contracts for fishfarming purposes. Lease period of land plot on which surface waterbody is located shall correspond to lease period of surface waterbody, for the period from 5 to 25 years. The aforesaid contract shall be concluded between local government and lease holder (fishfarmer). Form of lease contract is attached in the Annex.

Decree No. 27 of State Property Committee validating the Regulation on cadastre valuation of urban land and agricultural land of horticulture and gardening cooperatives and updating its data.

This Decree establishes the modalities of cadastre valuation of agricultural land and updating its data related to plots of agricultural land allotted for urban and peri-urban agriculture to horticulture and gardening cooperatives, and also the land or urban areas. Cadastre valuation of agricultural land shall be conducted on 1 July of the year of performance of cadastre valuation. Cadastre valuation of the aforesaid land categories shall be performed by initiative of State Property Committee at least once in 4 years.

Decree No. 89 of the Ministry of Public Health validating Sanitary rules and regulations on ensuring radioactive security in the process of performance of work in areas with radioactive contamination.

These Sanitary rules and regulations shall ensure radioactive security in the process of performance of work in areas with radioactive contamination and radiation control in the aforesaid areas. State sanitary supervision related to compliance with the provisions set forth by this regulation shall be performed in accordance with the modalities envisaged by the acting legislation. Authorization for work in the area of Chernobyl atomic power station shall be issued in the presence of sanitary certificate for handling sources of ionizing radiation issued by state sanitary supervision bodies.
