The Government of the Czech Republic (Czech: Vláda České republiky) exercises executive power in the Czech Republic. The members of the government are the Prime Minister of the Czech Republic (Chairman of the Government), the deputy ministers and other ministers. It has its legal basis in the Constitution of the Czech Republic.

The government is led by the Prime Minister, who selects all the remaining ministers. Government of the Czech Republic is responsible to the Chamber of Deputies of the Czech Republic. The Prime Minister is appointed by the President of the Czech Republic.

This Regulation of the Government establishes provisions concerning the action program which applies to natural or legal persons operating the agricultural production in vulnerable areas and who are entered in the register specified by the Agriculture Act. The Regulation specifies the seasons when it is prohibited to use nitrogen fertilizing substances on the agricultural land, and methods of fertilization, originally specified in Annex 2 of the amended Regulation. The Regulation amends also Annex 3, specifying limits of fertilization of individual crops.

This Decree of the Ministry of Agriculture, which is composed of six articles and four Annexes, establishes: limits of hazardous elements in fertilizers, manure, soil conditioners, auxiliary plant preparations and substrates, and allowable tolerances (art. 1); types of fertilizers (art. 2); details on labeling of fertilizers, soil conditioners, auxiliary plant preparations and substrates (art. 3); details on packaging of fertilizers (art. 4).

This Regulation establishes, in accordance with the legislation of the European Community, vulnerable areas and the use and storage of fertilizers and manure fertilizers, crop rotation and implementation of erosion-control measures in these areas. Vulnerable areas are geographically defined by the cadastral territory of the Czech Republic listed in Annex 1. The measures defined in this Act apply to physical persons who operate agricultural production and are registered and legal persons engaged in entrepreneurial farming in vulnerable areas.
