Siyabu is Phuhlisani Director for Land Governance, Policy and Implementation. He is recognised as one of the leading specialists with unique insights into land governance, land administration and land data ecosystems systems at various scales. During the course of his 30+ year career -- which spans across NGOs, the private sector, and academia -- in the land sector, he has made an enormous contribution to a range of research, policy assessment, and formulation commissioned assignments for various government entities spanning across all three spheres of government (national, provincial and local). He has skills in development research, policy, planning, public process management positioning him at the helm of transdisciplinary development practice. Since 2010 he has been involved in intricate land-legal ground breaking assignments, supporting Water Services Authorities (WSAs) in the Eastern Cape Province to navigate around land tenure hurdles on their infrastructure projects. Siyabulela has a PhD (Science) in Geography and has been a research associate at Rhodes University since June 2021.
