These Regulations place size limits on rural land in ownership. Rural land is basically land other than urban land, communal land or land owned by the State, a statutory body or a local authority. For the purposes of these Regulations, Zimbabwe shall be divided into classes of Natural Regions, depending upon the average rainfall during a year and the rainy season. These Regulations specify conditions and procedures for the sale of rural land by an owner of any such land, other than the State, a local authority or a statutory body. An owner shall not sell the land unless he or she has offered to sell it to the Minister and the Minister has issued the owner with a certificate of no interest or hasn’t responded within a given period of time to the offer. The same rules apply to shares of a company owning rural land. Any transfer of land or shares effected in contravention of these Regulations shall be void.

The Ordinance provides for all forest and unoccupied or not cultivated lands, even lands where cinnamon is sown, to be property of the State and their arbitrary occupation unlawful. Perpetrators shall be summoned and only in the case they can demonstrate to have rights of ownership on those lands, they shall be granted their possession.

The present Regulations are made under section 26 of the Heritage Property Act. In particular, the Regulations lay down provisions relating to purpose and content of heritage conservation plans. El presente Reglamento, que consta de 8 capítulos, 68 artículos, 2 disposiciones especiales, 3 transitorias y 1 final, dispone que el otorgamiento de tierras eriazas compete al Ministerio de Agricultura (art. 2º) y está condicionado a la existencia de aguas de libre disponibilidad, debiendo tramitarse el otorgamiento para el uso de dicho recurso en el mismo expediente que origina el pedido de tierras (art. 3º).

This Regulation implements parts of the Reindeer Management Act whose scope is to improve the living standards and the opportunity of earning of reindeer breeders. Chapter 2 concerns the acquisition of land and the use of acquired land in accordance with the Disposition Plan and directions of the District Offices for Rural Activities. Chapter III prescribes certain conditions in relation to loans for the purchase of land. Provisions of Chapter IV specify conditions and terms for loans and grants which may be approved under the Act. Chapter V provides for support of reindeer slaughtering.

These Rules prescribe the form of a notice requiring either the attendance of any person as a witness before a Board of Assessment or to produce any document before the the Board, and provide for the procedure of delivery of such notice. They also stipulate that, except as otherwise provided by the Act or any rule made at any time under section 31(1) thereof, the proceedings before the Board shall be conducted in accordance with the practice and procedure observed in the High Court in its civil jurisdiction with such variations as circumstances may require.
