Mozambique is set to become a world-class natural resource exporter with projections indicating that it will experience rapid increases in windfall revenues over the next several decades and well beyond. While this is welcome news for a low-income country with a substantial proportion of the population below the poverty line, it foreshadows some economic management problems ahead. The main concern is the poor economic record of many other low-income countries with large natural resource endowments.

Since 1999 foreign governments have given large financial and political support to the building of the Mozal aluminium smelter in Mozambique. Half the costs of building Mozal came directly from publicly owned institutions, or were guaranteed by them. In return, they and the private investors have received large returns in profit and interest. But the Mozambique government has been left with very little.

Na última década o processo de mundialização do capital intensificou a territorialização das corporações multinacionais em diversos países da África, Ásia e América Latina. Estas empresas têm comprado e ou arrendado terras para a produção de monocultivos agrícolas e agroenergia. Denominamos, neste artigo, como - estrangeirização de terras – considerando que cada vez mais, estas corporações ampliam seus controles territoriais ameaçando a soberania dos países.

The Land: Enhancing Governance for Economic Development (LEGEND) Challenge Fund supports innovative partnerships between non-profit organisations and agricultural investors with the goal of encouraging responsible agricultural investment. The £3.65 million fund is a core component of DFID’s LEGEND programme.

Supporting the agriculture sector

The GoE with technical support from the Land Investment for Transformation (LIFT) programme is issuing Second Level Land Certificates (SLLC) to increase the land tenure security of farmers. As a result, farmers are more willing to invest in their land in a productive and sustainable way. However, to allow for increased productive investment, farmers must have access to improved agri-inputs and technologies that are climate smart: this is currently a challenge in most rural areas.

With Second Level Land Certification (SLLC), farmers gain increased security of tenure: this incentivises them to invest more in their land.

To allow for this productive investment to take place, the Land Investment for Transformation (LIFT) programme is working with micro finance institutions (MFIs) to roll out an innovative financial product: the SLLC-linked individual loan.

Accessing longer terms and larger size loans allows farmers to increase the productivity of their land, graduate from subsistence farming, and become more commercially oriented.

Os últimos anos têm sido acompanhados pela implementação de grandes projectos económicos, geradores de um novo dinamismo em cidades como Maputo, Tete ou Nacala. As comunidades camponesas mais próximas destas áreas de implementação enfrentam uma dinâmica dicotómica. Por um lado, a proximidade relativamente a mercados em crescimento e a facilidade de escoamento dos produtos oferece vantajosas condições de produção, potenciando a retenção no campo, o investimento na agricultura e a inserção nos mercados.

Moçambique é hoje um excelente exemplo para ilustrar a relação de reciprocidade entre desenvolvimento económico e o Direito. De facto, as dinâmicas económicas que se têm verificado no país, caracterizadas por sucessivas descobertas de recursos naturais, e que colocam o país numa posição de destaque sob ponto de vista económico, têm estado a contribuir para uma intensa actividade legislativa e normativa para responder aos desafios económicos que o presente e o futuro apresentam para o país.
