La presente Ley, que consta de 10 títulos, 44 artículos y 5 disposiciones finales, declara de necesidad nacional e interés social y cultural el desarrollo integral de las comunidades campesinas, reconociéndolas el Estado como instituciones democráticas fundamentales, autónomas en su organización, trabajo comunal y uso de la tierra, así como en lo económico y administrativo. En consecuencia el Estado garantiza la integridad del derecho de propiedad del territorio de tales comunidades, y promueve la organización y funcionamiento de las empresas comunales.
