This Legislative Decree aims at land and environmental planning. The present Decree is composed of 20 articles. Article 1 deals with terms and definitions. Article 2 specifies the scope of this Decree. Article 3 defines requirements and conditions for the division of land. Article 4 decrees that the division of land or amendment of division should be adopted by the Ministry of Housing in accordance with provisions of this Decree and of its Implementing Regulations. Requirements and conditions for the division and planning of land shall be provided for in the Implementing Regulations (art.

This Implementing Regulation explains and specifies provisions of Legislative Decree No. 3 of 1994 concerning land and environment planning. The Implementing Regulation is composed of 4 Sections divided into 59 articles. Section 1 deals with terms and definitions. Section 2 specifies the objectives of this Regulation as well as the basis and standards for the division of lands. Section 3 refers to procedures adopted for the division of lands. Section 4 deals with the following matters: (a) projecting provisions; (b) complaint affairs; (c) fees; and (d) offences and penalties.

These Measures aim at strengthening land administration and control, enforcing the control of land uses, protecting cultivated land, and properly controlling the total amount of land for construction use.The text provides for the compilation, issuance, implementation, supervision and assessment of the annual plans on the utilization of land, and for annual plan quotas of land utilization.

This Act imposes a charge on the capital gains deriving from the sale of any land and grants powers to the Governor-General to impose an additional charge on concessions made under this Act in respect of special development areas as defined by this Act. The Act further provides for the assessment of gains deriving from sale and the collection of duty by the Commissioner, appeals against decisions of the Commissioner and regulation-making powers and prescribes offences.

This Act makes amendments to various Laws including the Land Development and Control Act. The amendment concerns the penalty for illegal development of land and not complying with a notice made under the principal Act and specificies development for which development permission is unnecessary.

The purposes of this Act are to designate development-restricted areas, to limit acts performed in such areas, to purchase lands and to efficiently manage development-restricted areas in order to prevent the proliferation of cities, and to sustain the conservation of the natural environment surrounding cities.An urban management planning with respect to the designation of a development-restricted are shall be formulated by the heads of central administrative agencies and determined by the Minister of Construction and Transportation.

Le présent décret a pour objet de fixer les modalités de rétrocession ou de concession des terrains situés à l’intérieur des zones d’expansion et sites touristiques. Les terrains retenus par le plan d’aménagement touristique sont cédés ou affectés par l’Etat à l’agence nationale de développement du tourisme par accord amiable entre les ministres chargés du tourisme et des finances dans le cadre de la législation et de la réglementation en vigueur en la matière.

La présente loi a pour objet de définir les principes et règles de protection, d'aménagement, de promotion et de gestion des zones d'expansion et sites touristiques.

Le présent arrêté porte création du "task force" chargé de la réforme foncière au Rwanda, dont les attributions sont, entre autres, d'élaborer un programme élargi de mise en oeuvre de la politique et del la loi foncière, préparer la mise en place des commissions foncières au niveau national, de la ville de Kigali et des districts et faire le suivi de l élaboration d'un schéma directeur d'utilisation et d'aménagement des terres.

Le présent arrêté porte organisation, attributions et fonctionnement des commissions foncières, au niveau national, de la ville de Kigali et des districts.

This Order concerns licences granted under section 11 of the Beach Control Act. A licence under section 11 is granted for the use of foreshore or floor of the sea. The Order contains rules relative to an application for licences, payment of fees and powers of authorized officers to inspect protected areas to check compliance with terms of a licence. The Order further prescribes fees and forms in relation with an application for a licence and notice of an application.
