La presente Ley tiene por objeto derogar la Ley que establece las disposiciones que rigen el proceso general para la planificación y gestión de la ordenación del territorio, en concordancia con las realidades ecológicas y los principios, criterios, objetivos estratégicos del desarrollo sustentable.

This Ministerial Decree establishes the purposeful land use, the modalities of the modification thereof and the decision-making in this regard. The main purposeful land use shall be established in accordance with the territorial land use planning documentation and the local self-government shall make the decision on validation or modification of the main purposeful land use. It classifies land in accordance with the purposeful use thereof as agricultural land and forest estate land.

This Act makes provision for the establishment of the Wreck Bay Aboriginal Community Council, for the grant of Aboriginal Land to that Council and for other matters relating to such land and the Council.The Council is established as a body corporate and shall hold title in and manage Aboriginal Land for purpose of the members of the Aboriginal community. The Council shall also protect and conserve natural and cultural sites on Aboriginal Land and engage in land-use planning for such land.

This Act revokes the reservation of certain areas of land as national parks and nature reserves, as made under the National Parks and Wildlife Act 1974. Land within Botany Bay National Park is vested in Crown as Crown land. Lands whose reservation has been revoked are vested in the Minister responsible for the administration of the National Parks and Wildlife Act 1974. Under section 6, native title rights and interests are not affected by the provisions of the Act.

The present Ordinance lays down provisions relating to a programme for the safety measures of human agglomerates in case of floods. In particular, the aim of the above-mentioned programme is the minimalization of damages done by flooding, occurring usually every 100 years, by way of land use planning measures. This Act concerns the waiving of any requirements, limitations or regulations relating to the agricultural homesteading program by the Marianas Public Land Corporation.Any person who can demonstrate continuous and actual occupancy or use of public land for agricultural purposes for period of 15 years prior to a specified date or who can demonstrate that he or she would have continuously and actually occupied or used public land for agricultural purposes for a period of 15 years prior to a specified date, shall be legally entitled to all the rights and interest of ownership of such land, and

The state supervision over land use and land protection shall have as its purpose to ensure the observance of land legislation by landowners and land tenants with a view of more efficient land use and land protection. The state supervision shall be carried out by the local self-government and land use planning organizations.

This Regulation governs mapping (restoration) of the boundaries of landownership and land tenancy, and also re-distribution of land. It consists of six Sections dealing with the following matters: (1) general provisions; (2) preparatory work; (3) field operations; (4) office studies; (5) explanatory note; and (6) registration and submittal of the documentation.

The underlying principle of the present Law is that regional interests prevail over local interests. The purpose of the Act is the economic and expedient use of the soil; the protection and care of the environment and, in particular the conservation or reinstatement of the sustainable purity of the air, water and soil, as well as the avoidance of noise; the conservation or reinstatement of a healthy nature, the protection of the indigenous fauna and flora and their natural living spaces, of the cultural heritage and, finally, in particular that of housing and recreational areas.
