The guide explains what is meant by tenure and describes how improving the governance of tenure can serve to eradicate hunger and poverty and lead to the sustainable use of natural resources.

This training manual focuses on how to manage and resolve conflicts over land tenure rights, security of tenure and land access in the field of rural development. It results from complementary activities undertaken within FAO's Livelihood Support Programme (LSP) and the Land Tenure and Management Unit and with the International Land Coalition. Over the last decade, the Government of Rwanda (GoR) has introduced several land reforms through formulation and enactment of enabling legal framework, establishment of land administration institutions and implementation of national land tenure regularization. Further, the Land Act of 2013 stipulated that all landholders must formally register their land. To support registration compliance, the GoR decentralized the Land Administration System (LAS) to all District Land Bureaus (DLBs).

Securing women land rights through land titling programs is viewed as a potential means for enhancing their tenure security. The expectation is that women may gain greater influence on how to use the land, if they are registered as joint owners. Women are more likely to make decisions that improve food and nutrition needs at farm level than men. Increased level of women decision making through secured tenure rights is expected to have a positive impact on food security.

The challenges associated with determining fair compensation for expropriated land have been extensively discussed and debated among scholars, practitioners, policymakers, and the public. However, to date, a comprehensive study of national-level compensation procedures established by law considering whether such procedures meet internationally recognized standards on compensation valuation has not been conducted.
