Purpose of the Law is to ensure urban development, as well as the accomplishment of urban economics and social progress, and to meet the needs of the socialist modernization drive. It consists of six Chapters. In Chapter I (General Provision), it explains that 'urban' means the municipalities directly under the Central Government, the provincial cities and the towns; 'large city' means a city with more than 500,000 population, 'medium size city' means that the population is between 200,000 to 500,000, 'small city' is used for cities where the population is less than 200,000.

La presente Ley dispone que las poblaciones estables asentadas en tierras de propiedades privadas, sean dichas poblaciones rurales o urbanas, siempre que tengan 20 años o más desde su fundación y que no se hayan originado en razón de las actividades de los propietarios ni respondiendo a planes de éstos, se conocerán como colonizadores o urbanizaciones de hecho, según los casos, y que quedarán sujetas a las disposiciones de esta Ley.

La presente Ley dicta normas para el establecimiento de las zonas de reserva agrícola, que son las áreas rurales contiguas a la zona urbana, destinadas principalmente a la producción agrícola, pecuaria y forestal. Los planes integrales de desarrollo urbano deberán comprender igualmente las zonas de reserva agrícola, de manera que en ellas se logre ordenar, regular y orientar las acciones del sector privado, con el fin de mejorar la calidad de vida de los habitantes de las zonas en la medida de sus propias aptitudes.

This Decree-Law establishes the obligation to draw up a map concerning urban areas subject to flood risk. It consists of 5 articles establishing the requirements to be satisfied by the Municipal Plans for Territory Management (PMOT) in order to prevent water flood and to guarantee soil protection within the involved areas. PMOT Regulations establish necessary restrictions in order to avoid flood risks.

All the municipalities present on the territory of the Russian Federation must be recorded in the Federal Register. The authorized body of the regional administration must forward to the competent authority a copy of explanatory note containing the following data: 1) information regarding settlements that make part of a given municipality; 2) data on the boundaries of settlements and municipalities. The Regulation consists of 6 Parts. Part 1 lays down the general provisions. Part 2 establishes the modalities of entering municipal units into the Federal Register.

The Government, for the purpose of the realization of the state control over urban planning, the improvement of the land use planning and ensuring the state executive bodies with the trustworthy information as regards the surroundings, decrees to validate the Regulation. El presente Decreto dispone que la solicitud de autorización de que trata el artículo 103 de la Ley Nº 9 de 1989, para emitir títulos de deuda pública sin garantía de la Nación denominados Bonos de Reforma Urbana, será presentada en cada caso, por el alcalde respectivo cuando se trate de municipios o de sus entidades descentralizadas y por el gobernador cuando se trate de departamentos e intendencias o de sus entidades descentralizadas.

El presente Decreto dispone que las oficinas Departamentales, Intendenciales y Comisariales de Planeación elaborarán los Planes de Desarrollo o los Planes Simplificados a fin de que sean presentados por los alcaldes respectivos al comienzo de las sesiones ordinarias del respectivo Consejo. Se entiende por usuario del espacio público y del medio ambiente cualquier persona pública o privada que haga uso o pueda llegar a hacer uso de un determinado espacio público o que haya sido afectada o pueda ser afectada por un determinado medio ambiente.
