The Government decrees to validate the Regulation. The Federal Committee on Land Resources and Land Survey is entitled to provide for generalisation of information on purchase and sale of the plots of land and carry out the analysis of land market. This Regulation is applicable in the process of purchase and sale by the Russian nationals of the plots of land or their shares for the purpose of conducting subsidiary smallholding, gardening or individual housing. The document consists of 8 Articles.

El presente Acuerdo crea el Consejo superior institucional con la competencia de formular, coordinar y dictar las políticas relacionadas con la propiedad rural, supervisar la preparación del Proyecto de Ordenamiento de la propiedad y asegurar la coordinación interinstitucional que garantice una implementación efectiva.

El presente Reglamento del Sistema de control estatal sobre la tierra, dispone que la responsabilidad de dirigirlo corresponde a los delegados territoriales y a los delegados municipales del Ministerio de Agricultura. El Reglamento crea las Comisiones de Asuntos Agrarios a nivel nacional, provincial y municipal, como órganos que evalúan las temáticas relacionadas con la legislación agraria y coordinan las acciones a ejecutar.

La presente Resolución dispone que los tenedores legales de tierra con áreas superiores a los 800 metros cuadrados que no cuenten con el certificado catastral emitido por la Oficina Municipal del Catastro, están obligados a presentarlo en la oficinas municipales del Registro de la Tenencia de la Tierra.

The Decree establishes that: 1). Landlord property rights are abolished immediately without any compensation. 2). Landlord country property, as well as other appanage land, monastic land and ecclesiastical land with all agricultural implements, livestock, manor houses and equipment are transferred to the disposal of the Provincial Land Commissions and the District Soviets of Peasant Deputies till the settlement of the land issue by the Constituent Assembly. 3).

The Government, for the purpose of setting up of the unified system of registration of immovable property on the basis of state land cadastre, approves the proposal of the Ministry of Economic Development, the Ministry of State Property and State Land Cadastre as regards the elaboration of the Federal Special Program "Automatic system of keeping up state land cadastre and state registration of immovable property for the period 2002-2007".

This Law is composed of 2 Chapters divided into 18 articles. Preliminary provisions (chap. I): terms and definition (arts. 1-3). Measures (chap. II): nomination of commissioners (art. 4); application of Law (art. 5); compensation (art. 9); land tenure (art. 10); agricultural rent for owners (art. 11); rent conditions (art. 12); rent renewal (art. 15).

This Federal Law establishes the legal basis for state regulation of securing fertility of agricultural land. The purpose of this law is to establish the legal foundations for state regulation of securing reproduction of fertility of agricultural land in the process of carrying out economic activity by landlords, landowners and land tenants. The Federal Law consists of 7 Chapters that contain 31 articles. Chapter 1 lays down the general provisions.

The President, for the purpose of further improvement of land relationship, privatisation of land, simplification of the procedure of land allotment to citizens, decrees that privatisation of public and municipal land must be carried out in accordance with the legislation currently in force and with this Presidential Decree. The Government, in connection with the transformation of the Ministry of State property into the Ministry of property relations and the transfer to it some functions of the abolished Federal Committee on land policy, decrees to establish that the Ministry of property relations Federal Executive Body. Its sphere of competence comprehends: 1). Privatisation, administration and management of state property and land resources within its sphere of competence. 2). Regulation of transactions with immovable property and carrying out valuation activity. 3).

These Amendments concern the Law on the Ownership and Use of Farmland. The Law regulates the ownership and use of agricultural lands. Agricultural lands may be the property of citizens, state, townships and juridical persons. Foreign juridical persons and foreign citizens may acquire use rights to agricultural land. There are also provisions relating to owners of land incorporated into cooperative farms. The ownership right to agricultural land taken away from the Bulgarian Orthodox Church, cooperatives and other organizations shall be restored upon their request.
