This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.

The report summarises the papers, presentations and discussions of a workshop on failures and achievements at securing women’s land rights. In particular, it addresses the following issues: Land rights and legal reforms,legal aid and land administration practice, women's land rights in an HIV/AIDS context,women's land rights from a food security and livelihoods context. Organised by the FAO and Oxfam, the workshop seeks to establish global and multi-sectoral alliances and multiple strategies as a means of breaking out of the present impasse in this matter.

This Regional Law establishes the particulars of turnover of agricultural land, including privatization of agricultural land pertaining to public and municipal property. It determines that minimum land area of consolidated agricultural land plot shall be two hectares, while minimum land area of consolidated agricultural land plot in case of irrigation by stationary sprinklers or drained land shall be no less than 50 hectares and in case of irrigation by mobile sprinklers shall be no less than 10 hectares.

This Law defines the legal, organizational, economic and social principles of conducting smallholding activity. Smallholding (individual peasant farm) shall be a business activity that is carried out without the creation of a legal entity by an individual or by family members or relatives that live together in order to meet their personal needs through the production, processing and consumption of agricultural products, vending of its surpluses and the provision of services using the property of a private peasant farm, also in the field of rural green tourism.

This Regional Law regulates the issues of allotment free of charge to citizens in ownership of land plots pertaining to state and municipal property. The aforesaid allotment shall be performed once only to citizens that had in actual use, before entry into force of the Land Code, the aforesaid land plots for the purpose individual residential housing construction, smallholding and gardening without legal registration of land rights in due course. This Regional Law classifies categories of citizens having the right to land allotment.
