This Federal Law modifies paragraph 1 of article 24 in the following manner: "In case of sale of a share in the common property to an outsider the owner must attach to the application form for the state registration the documentation confirming that the co-owners had been informed of the forthcoming transaction , of the price of share and the conditions of sale.

The purpose of this Order is to modify Order No. 102 on the grounds of abrogation of the Ministerial Decree of the Russian Federation No. 475 of 1996 regarding the validation of the Regulation on the framework and the modality of keeping up of cadastre numbers of real estate and Regulation on the filling in the forms of state registration of real estate and the contracts with it.

In compliance with article 25 of Decree-Law No. 74/77, the Ministry of Rural Development establishes that when, in spite of a decision by the competent authorities (CCRA), the landowner refuses to convert sub-leasing and sharecropping contracts into leasing contracts, the authorization for such a conversion shall be granted by the president of the above-mentioned authorities.

These newly introduced provisions deal with land utilization in relation with the concurrence of rights of former landowners, their possible heirs and present land users in circumstances as described in this Law. The provisions of this Law refer to Law No. 49 of 21 November 1990 "On Land Reform in the Republic of Latvia Rural Regions".

The Committee on land resources and land survey specifies that in the process official registration of the map of the plots of land in the upper left corner of the document is adduced the series of the respective Ownership certificate of a physical or juridical person to a given plot of land while the number of the same Ownership certificate is adduced in the line 8220;. The cadastre number of the plot of land is adduced over this line.

The Minister of Taxes and Dues, for the purpose of conformation to the national legislation of the Instructions No. 56, orders to introduce into it the amendments and addenda contained in the Annexes. In the items 2, 3 and 4 the wording "juridical and physical persons" shall be substituted with the wording "organizations and physical persons". Paragraph 2 of the item 21 acquires a new wording.

The Mayor-President of the Government of St.Petersburg, for the purpose of ensuring the right of citizens to allotment on condition of ownership of the plots of land for individual housing, gardening and summer cottage construction orders as follows : 1). Chiefs of district administration are authorized to validate the measures and the boundaries of the plots of land with due regard for urban planning documentation at the presentation of the Committee on Land Resources and Land Survey. 2).

The national land centre informs the general public that requirements for property transfers have been simplified as follows: 1. notarisation of a sale contract is now optional for land under commercial or industrial use. however, sale contracts that are not notarised are required to be signed by both parties infront of the registrar or deputy registrar of land titles, during submission of the application for property transfer. Sale agreements can also be signed before the land officer of the district where the land being transacted is located. 2.

The Committee, in connection with the issues arising in the process of the application of the Technical requirements for the plan of a plot of land validated by the Committee on Land Resources and Land Survey (ROSKOMZEM) 11 June 1993, clarifies that Technical requirements must be applied exclusively to sale and purchase by the citizens of the Russian nationals of the plots of land or their parts destined for personal subsidiary small-holding, gardening and individual housing.

This Joint Decree validates the form of land mortgage contract for the plots of land in private ownership.

Article 36 of Land Code acquires a new wording: “Natural and legal persons that own, use free of charge, carry out economic management or operate edifices, constructions and works situated on the plots of land pertaining to public or municipal property shall acquire the rights to the aforesaid plots of land in conformity with the present Land Code.” Article 10 of the Federal Law No.
