The Committee, in connection with the issues arising in the process of the application of the Technical requirements for the plan of a plot of land validated by the Committee on Land Resources and Land Survey (ROSKOMZEM) 11 June 1993, clarifies that Technical requirements must be applied exclusively to sale and purchase by the citizens of the Russian nationals of the plots of land or their parts destined for personal subsidiary small-holding, gardening and individual housing. In cases of inheritance and donation for designing the boundaries of a plot of land can be used other materials available at the technical inventory office. In such a case the measurement of lines must be traced along the boundaries of the plot of land. Landmarks must be installed on the location in the process of determination of the coordinates of the turning points of the boundaries of the plots of land only by geodetic and photogrammetric methods. In such case the committees on land resources and land survey make decisions regarding the application of the system of coordinates (local and state) for linkage of the landmarks. The list of activities regarding elaboration of the plans of a plot of land, charged to one of the parties of sale-purchase transactions, must contain work executed within the boundaries of the plot of land in question.
