This Regulation amends articles 1(1), 1(2), 11(3) and 11(5) of Regulation No. 831 of 1998. According to these new provisions, the study on agricultural and forestry lands registered in the Immovable Property Office can be prepared by the Directorate of Agriculture and Food or the Forestry Service Directorate. These studies are then approved by the Ministry of Agriculture and Food.

This Ministerial Decree establishes the modalities of determination of value (standard price) of agricultural land used for setting start-up price for sale of land in private ownership, conclusion of mortgage contract and formalization of land based credit, compensation for expropriation of land and setting lease price. Standard price of agricultural land shall not include value of constructions and other objects of immovable property located thereon. The whole agricultural land area shall be subject to determination of standard price.

Minor Amendment of paragraph 2, with the sibstitution in the text of the period 12 months with 3 years.The functions of the Authority include to optimize land resources and to provide secure and effective registration systems for transactions relating to land in Singapore. The Authority shall also manage and maintain the cadastre survey system as a foundation for land title as well as advising the government on matters relating to land survey, tenure, ownership and disposition. The Authority has the power to direct for the purpose of discharging its functions under this Act (sect. 7).

The present Regulation implements the Crown Lands Act (Chapter C340). Section 2 establishes that no person shall graze livestock on Crown land except under the authority of: a) a lease under the Agricultural Crown Land Leases Regulation or b) a permit issued by the director under this Regulation. This Ministerial Decree shall be applicable to land auctions regarding sale of the plots of public land or the lease right thereto and regarding the plots of non-allotted public land. Kazakhstan nationals and private legal persons shall be authorized to participate in land auctions prior registration while foreign natural and legal persons, and stateless persons shall be authorized to participate in land auctions exclusively if the aforesaid persons have the right to own or to have the right of lease of the plots of land destined for sale in accordance with land legislation.

The present Regulation implements the Crown Lands Act (Chapter C340). The text consists of 8 sections divided into 4 Parts as follows: Interpretation (1); Forage leases (2); Cropping leases (3); Repeal (4). One Schedule concerning formula for determining lease rental is enclosed.

The present Regulation implements the Provincial Parks Act (Chapter P20). In particular, it lays down provisions relating to permits and leases. This Ministerial Decree establishes basic prices for the plots of land for the concession thereof into private ownership (Annexes 1 and 2) and basic land charges for the plots of public land conceded on lease that must be equal to land tax. Annual rent rate shall be calculated as 100-120% of the basic land lease rate.

This Regulation lays down amendments and addenda to Regulation No. 531 of 1998 on non-divided agricultural lands. According to these new provisions, undivided agricultural lands, as identified by the competent municipal commission and certified by the chief of the immovable property registration office, can be rented by the local government to foreign and domestic individuals or legal entities.

The purpose of these Regulations is to speed up the development and utilization of barren hills and wastelands, promote rural economic development, and protect the legitimate rights and interests of lease parties of barren hills and wastelands.

In order to remove the violations in calculation and payment of the rents, in regulation of the use of the land plots of the Agricultural Lands Redistribution Reserve under the Ministry of agriculture and water economy of the Kyrgyz Republic the Government of the Kyrgyz Republic hereby decrees that seed production and cattle breeding farms, dairy farms having not less than 10 milk cows using the lands of Agricultural Lands Redistribution Reserve under the Ministry of agriculture and water economy of the Kyrgyz Republic shall be free from rent and shall pay only the land tax.

Land of the National Land Fund is transferred to the Agricultural Land Redistribution Fund under the Ministry of Agriculture and Food.
