This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.

This basic enactment of the Palestinian Legislative creates a framework for the protection of the environment, public health and biodiversity in Palestine including marine areas. Its 82 sections are divided into 5 Titles: Definitions and general provisions (I); Environmental protection (II); Environmental impact assessment, licensing, inspection and administrative procedure (III); Penalties (IV); Final provisions (V). Article 1 contains an extensive list of definitions, including "natural reserves" and "international waters". Objectives of this Law are set out in article 2.

This Regulation makes provision to reduce and prevent pollution of the outer environment, which is defined as being all land, water, and air, outdoors, and outside workplaces. The Regulation shall not cover those activities and enterprises which are already subject to the laws referred to in article 1. Chapter 3 deals with inspection and control. The Local Environmental Health Commission shall oversee the implementation of this Regulation (art. 3.1). The supervision shall encompass air, land and water, as well as all equipment and all circumstances which might cause pollution.

These Regulations have been adopted in implementation of the Nature Conservation Act of 1971. Articles 1 to 7 deal with the setting up of nature conservation committees on each county and town, as well as in the city of Reykjavik. The task of these committees is to further the nature conservation in their district. They shall submit annual reports on their activities (art. 5). Articles 8 to 14 concern the right of access to public lands and the right of free passage, under certain circumstances, through private lands.

National Environment (Standards for Discharge of Effluent into Water or on Land) Regulations, 1999 (S.I. No. 4 of 1999).

The standards for effluent or waste water before it is discharged into water or on land shall be as prescribed in the Schedule to these Regulations. Every industry or establishment shall install anti-pollution equipment for the treatment of effluent. This equipment shall be based on the best practicable means, environmentally sound practice and other guidelines as the Executive Director of the National environment authority may determine. Lead agencies applying standards established under these Regulations (Schedule) shall keep records in accordance with regulation 5.

This Act makes provision for the control of quarry operations, i.e. mining operations not covered by the Mining Act. The Act consists of 37 sections divided into 6 Parts: Preliminary; Quarry zones and licenses; Quarry tax; Enforcement; Safety; Ancillary.“Quarry” means any place, not being a mine in the sense of the Mining Act, where sand, stone, gravel, clay or other material that does not contain any minerals, or gypsum or other Materials indicated by the Minister has been removed or is being removed.

No person shall without prior approval of the Board as defined in the Natural Resources Act cultivate or permit to be cultivated any land or destroy any vegetation in the vicinity of specified inland waters. The Board may, when granting approval, impose such terms as deemed necessary for the protection of natural resources. The Board may withdraw approval if a person fails to comply with the terms prescribed. (7 regulations)
