The Purpose of this Decree is to prescribe matters delegated by the Rearrangement of Agricultural and Fishing Villages Act and those necessary for the enforcement of such matters. La presente Ley define, entre otros, los conceptos de biodiversidad, conservación del patrimonio ambiental, contaminación, impacto ambiental, desarrollo sustentable, zona latente y zona saturada. La Ley establece que determinados proyectos o actividades solo podrán ejecutarse o modificarse previa su evaluación del impacto ambiental (EIA), correspondiendo a la Comisión Regional o Nacional del Medio Ambiente la administración del sistema de EIA, así como la coordinación de los organismos del Estado involucrados en la obtención de los permisos o pronunciamientos.

These Regulations give effect to Ireland's 4th Nitrates Action Programme, and provide statutory support for good agricultural practice to protect waters against pollution from agricultural sources and include measures such as periods when land application of fertilisers is prohibited, limits on the land application of fertilisers, storage requirements for livestock manure, and monitoring of the effectiveness of the measures in terms of agricultural practice and impact on water quality.
