La Ley limita el desarrollo urbano en las zonas rurales. A tal fin, las municipalidades deberán identificar, sobre la base de criterios reglamentarios, suelos no urbanizables en las zonas rurales (art. 2º). Los usos en suelos no urbanizables se clasifican en permitidos, autorizables, incompatibles o prohibidos, en función de la compatibilidad del uso propuesto con la utilización de esos suelos para otros fines (art. 3º).

Under this statute people are permitted to lease land and to bequeath its use to their heirs in perpetuity. Ownership of land is delegated to local soviets, which fix the prices for land rentals. While heritable land can be worked as property, it cannot be sold, granted or mortgaged. The drafting of more detailed rules on land tenure is delegated to the Union republics, within the framework laid down by the statute. In practice, farmers will henceforth be free to choose between being collective farm members or individual farmers.

Ce décret porte institution de mesures d'encouragement au reboisement communautaire et individuel. Ces mesures peuvent être en nature, en espèces et en assistance technique et peuvent porter sur le reboisement de terres soit appartenant à des personnes physiques ou morales soit des terres domaniales concédées uniquement pour des droits d'usage en vertu d'un titre régulier.

This Act consist of 7 Parts divided into 41 sections: Preliminary (1), Administration (2), Approved Property Plans (3), Project Areas (4), Objections and Appeals (5), Financial Assistance (6), General Provisions (7). The Act vests powers in the chief executive of Primary Industries relating to soil conservation to facilitate the implementation of soil conservation by land holders. The main instruments are property plans, run-off coordination notices, project plans for project areas and soil conservation orders.

La Ley consta de 2 títulos y 30 artículos. INDICE: Título I: Principios Generales (1), Competencia (2), Conservación y recuperación de suelos (3), Sanciones (4), Crédito (5), Disposiciones generales (6); Título II: Alumbramiento de aguas subterráneas (1).El artículo 1º declara de interés nacional promover, proteger y regular el buen uso y la conservación de los suelos y de las aguas, tanto superficiales como subterráneas. El Ministerio de Ganadería y Agricultura coordinará y dirigirá todas las actividades tendientes a lograr un manejo adecuado del suelo y del agua (art. 3º).

The Ordinance consists of 19 articles that are divided into three Parts: Preliminary (I); Subdivision (II) and Utilization (III). No person may subdivide any land to which this Act applies except in accordance with the provisions contained in the Act. Part III empowers the Minister to make regulations for the better utilization of land regarding, inter alia, the prohibition of land clearing within demarcated catchment areas, measures to prevent soil erosion, restrictions on construction and the demarcation of special development areas.

Ce décret porte création et organisation de la direction des eaux et forêts et de la conservation des sols chargée de la constitution, de la conservation, de la protection et de la gestion du domaine forestier de l'Etat et des collectivités publiques, du contrôle des forêts des particuliers, de la promotion du reboisement national et de la lutte contre l'érosion des sols. The Act provides the framework for Conservation Authorities. The Authorities are bodies corporate for the purposes of establishing and undertaking, within their respective jurisdictions, a program designed to further the conservation, restoration, development and management of natural resources other than gas, oil, coal and minerals (sect. 19). The Authorities are based on watershed boundaries and have the following powers: preparing watershed programmes; data collection; acquiring, leasing and expropriating land; erecting works and structures (sect. 20).
