It may come as a paradox that while interest in tropical forests worldwide has been steadily growing in the last century, this has in no way halted the continued loss and degradation of one of earth's grandest terrestrial ecosystems. In fact, the extent and rate of degradation is accelerating. Some places have completely lost their original forests, while in others the structure and biomass of the forest have been irreparably damaged. Concern for this loss is not limited to the extinction of animal and plant species.

The Government of Kenya is in the process of establishing a National REDD+ Programme through the Kenya Forest Service (KFS). Two critical elements of the National REDD+ Programme are forest reference levels (FRL) and a National Forest Monitoring System (NFMS). This document describes the steps towards establishing the design of the NFMS and reference levels, through an enumeration and description of required tasks.

Al igual que con ocasin de los anteriores congresos, este nmero de Unasylva, que precede inmediatamente a la inauguracin, est dedicado a algunos de los principales problemas relativos a la materia forestal. Saouma, comenta la situacin de los bosques en el mundo y pone de relieve las actividades forestales prioritarias de la Organizacin en el presente decenio.
