This Regional Law establishes that forestry taxes and lease payments shall be collected for: (a) allotment of standing timber pertaining to forest fund (public forest); (b) procurement of edible and non-edible non-timber products; (c) secondary forest management; (d) use of forest fund (public forest) for hunting management; (e) recreational use of forests; and (f) use of forests for scientific research. Forestry taxes shall include taxes for forest land management.

The scope of this Regional Law shall be to regulate social relations in the sphere of historical and cultural heritage, ensuring access thereto of citizens and conservation and promotion of historical and cultural habitats of the regional population. Objects of cultural heritage shall be classified as federal, regional and local (municipal). Cultural heritage on the regional territory shall be subject to mandatory registration and conservation. Objects of historical and cultural heritage shall include urban areas and landscapes, protected areas and urban parks and gardens.

This Ministerial Decree stipulates that national parkland may be leased for recreational activities in accordance with land legislation, legislation on protected areas and this Regulation. The following plots of land located within the boundaries of any national park may be leased: (a) areas of tourism; (b) areas of ecological education; and (c) recreational areas. Lease contracts must contain terms and conditions, location, purpose of use and authorized activities, and also a prohibition on subleasing the land.

This Regional Law shall have as its purpose ensuring the right of citizens to favorable environment, including landscape and shade gardening, planting of recreational urban forests, thus ensuring favorable conditions for vital activity of citizens, and delimits plenary powers between city state bodies, local government and municipal units in the sphere of improvement of natural environment. Objects of improvement of natural environment shall be: (a) urban land; (b) private land; (c) public and municipal land; and (d) public land with undelimited public ownership.

This Regional Law validates general land-use planning scheme of the city of Moscow with a view of ensuring sustainable development, reaching high standards of living of the population (including improvement of public health), improvement of urban environment and conservation of historical and cultural heritage. Sustainability shall be ensured by introduction of ecofriendly processes, methods and technologies, environmental security of urban areas, performance of ecological improvement arrangements and ensuring ecological, sanitary and epidemiological welfare of the population.

The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Planning and financial evaluation of production costs shall be prepared and funds destined to support all agricultural, forestry and aquaculture activities and operations.
