This Decree, composed of 4 articles, declares of social interest, for the purposes of the agrarian reform, the following rural properties: "Fazenda Encanto II", "Sítio Umari", "Fazenda Katira e Novo Carimbó", "Engenho Raiz de Dentro", "Rancho Baraldi", "Fazenda Almada e Marui", “Fazenda Santo Amaro e Companhia", "Fazenda Três Barras", "Fazenda Mesquita". The Decree establishes the competence of the National Institute for the Agriculture Reform (INCRA) to promote and supervise the expropriation of the aforementioned rural lands.

The system of soil monitoring of agricultural land is a component of the state system of environmental monitoring and represents the system of observation, collection, processing, transfer, storage and analysis of information regarding variation of indices of the qualitative composition of soil, its fertility, elaboration of scientifically substantiated recommendations as regards decision-making for the prevention of negative processes and liquidation of the consequences thereof.

This Decree, consisting of 9 Chapters, regulates Act No. 93 creating the Fund for Land and Agricultural Reform. It establishes requirements to be met in order to benefit from financial assistance by the Fund.

This Decree provides for the promotion, economical support and international participation to initiatives aimed at the improvement of the so called rural industrial production by mean of policies and financial interventions in the rural communities.
