Guinea Bissau ha sido descrita como un país de "complejidad precaria". Hogar de más de 20 grupos étnicos, Guinea Bissau libró una de las guerras más largas del continente africano para acabar con siglos de control portugués. Finalmente obtuvo la independencia en 1974. Desde 1980 la historia de Guinea Bissau ha estado marcada por múltiples golpes militares y una extrema fragilidad. Esta inestabilidad política ha disparado la pobreza y ha paralizado las reformas legales para garantizar los derechos sobre la tierra. En 2008, la Oficina de las Naciones Unidas contra la Droga y el Delito declaró que Guinea Bissau era el primer "narcoestado" de África.  En 2019, Guinea Bissau era el duodécimo país más pobre del mundo. También ha sido identificado como altamente vulnerable al cambio climático, con zonas costeras bajas en riesgo de subida del nivel del mar e inundaciones.
