The purpose of this Directive is to regulate the use of sewage sludge in agriculture in such a way as to prevent harmful effects on soil, vegetation, animals and man, thereby encouraging the correct use of such sewage sludge. Member States shall prohibit the use of sludge where the concentration of one or more heavy metals in the soil exceeds the limit values which they lay down in accordance with Annex I A and shall take the necessary steps to ensure that those limit values are not exceeded as a result of the use of sludge.

The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.

Pending adoption of comprehensive guidelines on land conversion to implement section 20 of the Local Government Code which gives powers to local government units to reclassify agricultural land in circumstance where such land ceases to be viable for agricultural purposes, these guidelines regulate place restrictions on conversion of agricultural lands. All irrigated land for cultivation and all land within areas programmed for irrigation facility rehabilitation by the Department of Agriculture and the National Irrigation Administration shall not be subject to conversion.

The purpose of the present Act is to establish a public intervention scheme for the rational exploitation of environmental resources. The scope of this plan is remediation and restoration of polluted sites involving marine areas, lakes and rivers. The Ministry of Health shall start the plan, together with the Regions, in national interest sites and in industrial areas (art. 1). Incentives and financial contribution shall be given to industries and industry consortia interested in the research and development of new rehabilitation technologies.

There is established a Drilling and Dam Construction Agency as an Executive Agency. Its functions, aims, objectives, powers, responsibility, performance standards and other mattress are outlined in the Schedule attached to these Regulations. The aim of the Agency is to develop sustainable and safe water sources through efficient means and at cost effective prices. Primary functions of the Agency are: groundwater exploration and production by drilling, etc; construction of earth dams, and; manage injection holes for the reinforcement and stabilisation of soil structures.
