South Africa is reviewing its plans and progress towards sustainable development ahead of the 2002 World Summit in Johannesburg. Argues that more attention needs to be given to land reform as a key component of sustainable development strategy. Raises a number of questions and concerns that need debate before the Summit and beyond. Focuses particularly on land reform, poverty and livelihoods, and on land reform and the environment.

Recent UNRISD research finds that the new generation of land tenure reforms introduced in the 19990s is not necessarily more gender equitable than earlier efforts, even though women’s ability to gain independent access to land is increasingly on the statutes.

Members of rural communities in Namibia often lack a basic understanding of what their user rights and responsibilities are under the Communal Land Reform Act and are also unaware of their rights to object to a proposed land allocation or to appeal a decision once made. The large-scale acquisition of land for agriculture and conservation projects often displace local communities or reduce their access to control and ownership of key resources due to the gaps between good legislation and inadequate implementation and enforcement.

Contains 6 chapters: introduction, accountability issues in urban land management, transparency and accountability in communal land management, corruption and land reform programmes, accountability issues in large scale land deals, gender, youths and land corruption. The findings show that land governance is fragmented creating opportunities for corruption in and across institutions.

Examines the link between land and water grabbing, the people that are most impacted by this, and legal frameworks related to both land and water rights. Describes the impacts of land and water grabbing in Kenya and Ethiopia. Examines integrity risks in the Ethiopian government’s leasing of land and water resources to foreign investors, and the land reform process in Kenya after the launch of the 2010 Kenyan Constitution. This summary document identifies how powerful actors are taking control of land and water resources at the expense of poorer, local communities.

La pregunta que guió este trabajo fue ¿Cuáles son los resultados de las entregas directas de tierras realizadas por el INCORA por medio de la expedición de la Ley 160 de 1994? A partir de esta pregunta, el objetivo fundamental que se trazó fue analizar dos entregas de tierras realizadas por el INCORA en el municipio de Córdoba, Quindío en el marco de la Ley 160 de 1994. Este análisis se hizo desde el punto de vista de diferentes visiones teóricas y de historia política, social y económica que se han tenido sobre el problema de la distribución de la propiedad rural en Colombia.

Como resultado de la implementación de las políticas neoliberales en la región durante las dos últimas décadas, el problema de la tierra ha pretendido ser “archivado” no sólo en las políticas sectoriales sino también en las discusiones sobre el problema agrario y rural en general.

A partir de un estudio de caso de la comunidad de Toacazo, en Cotopaxi, en su nuevo libro Víctor Bretón argumenta que las raíces del Movimiento Indígena Ecuatoriano se encuentran en las luchas indígenas alrededor de la tierra, luchas que han caracterizado los Andes desde el régimen de hacienda.

La Ley de Desarrollo Agrario parte de un supuesto básico: el fracaso del proceso de reforma agraria y la necesidad de impulsar una vía capitalista empresarial en el agro. Es por ello que no se permite siquiera nombrar la reforma agraria donde el principal problema es la estructura de la tenencia de la tierra.
