Phuhlisani undertook this study to investigate agricultural options for six land holding communities which had each contributed land to a joint venture. The study focused on potential land uses for land hweld by the entities but that was part of the joint venture: including

  • Arable land for household production
  • Arable land for small‐scale commercial production
  • Sustainable use of the grazing land

Phuhlisani was the lead agency in a consortium appointed by the Commission on Restitution of land Rights and funded by Belgian Technical Co-operation tasked with the development of a strategy for the provision of effective post- settlement support required for land reform to be successful. While the focus was on Restitution to start with the brief expanded to address land reform as a whole. This document provides an accessible summary of the final proposals. While endorsed by the then Minister of Land Affairs the strategy was never implemented.

The key focus of this document is the settlement of the Ebenhaeser restitution claim in the Western Cape. This is guided by the Settlement Framework Agreement which was signed by the Community, the then Department of Land Affairs and the Commission on the Restitution of Land Rights in March 2005.

A neglected area in the literature on structural poverty is changing land tenure relations and the disconnect with planning frameworks, which lock particular areas into „vicious‟ cycles of poverty. These areas include some tribal authority, “black freehold” and land reform areas. In this paper, we focus on the case study of Cornfields, a black freehold area and an early land reform project.

This article examines the evolution of policy recommendations concerning rural land issues since the formulation of the World Bank’s “Land Reform Policy Paper” in 1975. That paper set out three guiding principles: the desirability of owner-operated family farms; the need for markets to permit land to be transferred to more productive users; and the importance of an egalitarian asset distribution.
