This Decision approves the master plan on the socio-economic development of Binh Duong province.The plan aims at developing Binh Duong into a province with a fast economic development ensuring economic growth, hunger eradication and poverty alleviation. This plan shall include: the development of agriculture, forestry and fishery; the development of plant varieties and animal breeds of high yield and high quality; the development of water supply infrastructures; the prevention of environmental pollution; the building of wastewater treatment systems; and the management and use of land.

The present Ordinance lays down provisions relating to the reporting of projects which could be harmful to the environment. Article 1 lists projects due to be notified to the competent authority: first construction of greenhouses on agricultural land; transformation of green land, and green land in flood area; plantation of Christmas trees; drainage of land; plants for aquaculture and construction of pipelines being more than 1000 m length. The text consists of 4 articles.

The purpose of these Provisions is to regulate the assignment of state-owned construction land use right, optimize the allocation of land resources and establishing an impartial land use system.The Provisions lay down procedures for carrying out bid invitations, auctions or quotations for state-owned construction land use rights which shall be conducted according to economic and social development plans, land use plans, annual land use plans, urban planning, etc. prepared by the department of land and resources.

This Legislative decree is composed of seven Titles divided in 92 articles. It defines principles and rules related to land use of both public and private bodies. Land is considered to have a socio-economic and ecological function and therefore it must be used in a sustainable manner. The Decree rules on public and private domain and provides land classification. Particular attention is paid to regulate land sale, rent and concession. Finally, the Decree provides for a land register.
