La presente Ley modifica la Ley de formalización de la propiedad informal, acceso al suelo y dotación de servicios básicos, en relación al procedimiento de expropiación de terrenos.

The present Regulation enacts the Assessment Act. Section 1 establishes that an application under section 23 of the Assessment Act by an owner of land to have all or part of that land classified as a farm must be in the attached form entitled "Application for Farm Classification”. This Decree provides for land use planning and plans; land recovery, compensation, support and resettlement in case of land recovery by the State; land prices and land rent rates; order of, and procedures for land recovery, allocation and lease; issuance of certificates of land use rights and ownership of house and other assets attached to land, and land use duration extension; and for land development funds.The Decree specifies the contents of land use planning at the national, provincial, district and commune level.

This Act defines national territory planning, town and country planning in compliance with article 186, point (b) and article 187, paragraph 2, point (e) of the Constitution. This Act is divided into 8 chapters establishing classifications and definitions of urban territories (Chap. I). It also establishes that national and municipal construction activities must respect the environment. Chapters II and III deal with legislative planning, building typologies, etc. Chapter IV deals with urban and non-urban soils, defining their use, etc.

Article 1.2 shall be amended to add the following wording: “Minimum land plot allotted to a citizen in accordance with this Regional Law shall be 0, 06 ha, while maximum land plot area shall be determined in accordance with land-use planning documentation established for municipal unit and city district on which territory it is located”.

This Regional Law lists categories of citizens that shall have the right of allotment of plots of public or municipal land free of charge within the boundaries of urban areas. The aforesaid plots of land can be allotted to peasant farms for agricultural purposes and farming. Horticulture and gardening. Maximum land area that can be allotted to peasant farm shall be 40 ha, minimum land area shall be 1 ha.

An Act to provide for matters relating to land within urban areas or urban communities declared by Order of the Minister in accordance with sections 2 and 3. The leases on land situated within urban communities are transferable freely between natural persons and/or bodies corporate subject to the following provisions: (a) all applications for the transfer of leases shall continue to be submitted to the Ministry of Lands for approval with copies given to the custom owners or their legal representative, or to the Municipality in the case of public land.

This Decree concerns the establishment and functioning of Urban National Parks as foreseen in section 7 of Chapter 4 of the Environmental Code.It requires county councils of counties where there exists an urban national park to prepare a plan for the conservation and development of such park. The county council shall also be responsible for the supervision over the development of the park. There shall be an Urban National Park Council which shall be responsible for areas in the Stockholm region.
