The present Regulations provide for the enactment of the Land Surveys Act, 2000. In particular, the Regulations lay down provisions relating to the submission of survey plans for approval. All plans of survey to be submitted to the Controller or the Chief Surveyor for approval must be prepared in accordance with section 10 and subsection 12(1) of the Land Surveys Regulations.

Order No. P/115 of the Federal Land Cadastre Service validating land cadastre documentation.

This Order establishes the requirements for legalization of state cadastre registration of the plots of land. Application for state cadastre registration shall contain the following requisites: (a) applicant data, including full name of the organization submitting request for cadastre registration of land plot; (b) rightholder and transferee; (c) application text in Russian; and (d) description of land plot, existing cadastre number thereof and, in case of absence thereof, reference number of land ownership certificate. Annex 1 contains application form.

Model Instruction No. 5 of the Committee on Resources and Land Survey on purchase and sale of land.

This Model Instruction establishes that a citizen who wishes to sell a land plot of his ownership shall submit to the territorial branch of the Committee on Resources and Land Survey document attesting land ownership right (land certificate or other official land ownership act). Purchase and sale of land plots shall be authorized in the absence of land disputes and other circumstances impeding conclusion of land purchase and sale contracts.

This Law has been formulated in accordance with the Constitution for the purpose of stabilizing and perfecting the two-level operation system, which is based the responsibility system of contracting by households supplemented by unified management, entitling the peasants to a long-term and guaranteed right to the use of land, protecting the legal rights and interests of the parties of the contracting of rural land, so as to improve the development of agriculture and the rural economy and stabilize the rural areas.

This Ministerial Decree establishes the modalities of the organization and carrying out tenders (auction sale) of the plots of urban land and lease thereof for the purpose of housing construction. Seller of the aforesaid plots of urban land or of the right of purchase thereof shall be a state body of local self-government. Trade of the plots of land pertaining to the federal property and the right of lease thereof shall be authorized by the Government of the Russian Federation.

This Order establishes the modalities of valuation of the plots of land owned by natural persons and subject to avowry. Land valuation shall be carried out by district and city executive bodies in the place of location of land plots. In case of dispute between landowner and land valuer as regards land value landowner shall have the right to turn to independent experts or appeal to court. Land plots shall be valued in accordance with normative price of land allotted in private ownership.

Joint Order No. 73 of the State Committee on Land Resources, Geodesy and Cartography and No. 453 of the Ministry of Architecture and Construction validating the Regulation on cadastre valuation of urban land.

This Joint Order establishes that land plots allotted to citizens in private ownership for subsidiary small-holding, housing constriction and collective farming in urban areas, urban-type settlements, rural areas and garden suburbs shall be subject to land valuation in accordance with normative price of land. Normative prices can differ by reduction of 50 percent for land plots allotted for subsidiary small-holding and by increase or reduction of 50 percent for land plots allotted for other purposeful uses as above-mentioned. The Joint Order contains calculation formula and indices.

This Act concerns the making, revocation and effect of wills. Any person who has capacity pursuant to this Act to make a will may therein: (a) make provision for the transfer, disposal or disposition of the whole or any part of his estate; and (b) make provision for the custody or guardianship after his or her death of any of his minor children; and (c) make any other lawful provision, disposition or direction, whether in respect of his or her own or any other property or in respect of any other matter.
