The scope of this Regional Law shall be to ensure rational land tenure, protection of land rights of citizens, improvement and state regulation of land relations. This Regional Law shall be applicable to land ownership, land tenure, tenancy of land parcels and land shares. It establishes minimum and maximum parcels of agricultural land that can be owned by a single natural and legal person, minimum period of lease of agricultural land.

The present Law enforces the Federal Spatial Information Act of 5 October 2010. The Law lays down provisions relating to the enforcement of federal legislation in the field of geographic information and the collection, management and use of spatial data for the area of the Canton Appenzell-Ausserrhoden. Furthermore, the Law creates conditions for a cantonal spatial data infrastructure.

Article 1 of the above-mentioned Ordinance establishes that when the costs of correction or obstruction of public waters are not covered by subsidies of the Federation, Canton or municipalities, the land owners have to make contribution as set out in the present Ordinance. The text consists of 31 articles divided into 5 chapters as follows: General provisions (I); Calculation of contributions (II); Proceedings (III); Maintenance of dams (IV); Final provisions (V).

La presente Ley tiene como objetivo promover la preservación del uso de los terrenos dedicados a las actividades de producción primaria agrícola y pecuaria, en los que no se tomará en cuenta, para efectos de su valoración, la infraestructura agropecuaria y agroindustrial que posea dicho inmueble, al tenor de lo dispuesto en la Ley de Impuesto sobre Bienes Inmuebles y sus reformas.

La presente Ley modifica la Ley del impuesto sobre bienes inmuebles, en diversos aspectos relacionados principalmente con la competencia de las municipalidades, los inmuebles no afectos al impuesto, la base imponible y la valoración de los bienes inmuebles.

La presente Ley del impuesto sobre bienes inmuebles, tiene por objeto establecer en favor de las municipalidades un impuesto sobre los bienes inmuebles. Son objeto de este impuesto los terrenos, las instalaciones o las construcciones fijas y permanentes que allí existan.

This Regional Law regulates land tenure and land management and establishes plenary powers of public administration in this sphere. It establishes minimum and maximum land plot areas, pertaining to public and municipal land, that can be allotted in ownership to citizens for the following purposes: (a) for farming – from 5 to 300 ha; (b) for gardening – from 0,02 to 0,50 ha; (c) for horticulture – from 0,02 to 0,50 ha; (d) for animal husbandry – from 5 to 16 ha; and (e) for countryside housing construction – from 0,04 to 0,25 ha.

The purpose of the present Law is to provide authorities both at national and cantonal level, economy, science and the public with spatial information in a sustainable, up to date, quick, simple way. Furthermore, this data shall be of good quality and at adequate costs. The text consists of 43 articles divided into 6 Parts as follows: General provisions (I); Geo-data and geo-data infrastructure (II); Official survey (III); Mapping of land (IV); Cadastre of public ownership restriction (V); Final provisions (VI).

La présente loi est relative aux levées topographiques et cadastrales. Notamment, les travaux de la carte et l'établissement du cadastre sont confiés au Service de l'aménagement du territoire. L’article 2 établit que tout propriétaire foncier est tenu de céder le terrain nécessaire à la conservation et à l'utilisation d'un point trigonométrique de cette espèce, ainsi que le droit d'y accéder, et cela soit par aliénation, soit par l'établissement d'une servitude, le tout moyennant indemnité complète. Le texte comprend 9 articles.

The Act makes provision for the registration of title in land and related matters. The Act also defines characteristics of various rights in land, sets out the effects of registration if title in land and provides for the acquisition of land by prescription.As for the administration of land registration, there shall be land registry offices and officers for each registration district. The Act also concerns co-proprietorship and partition.
