Le présent document a pour objectif d’aider les pays qui souhaitent élaborer un niveau d’émissions de référence pour les forêts et/ou niveau de référence pour les forêts (NERF/NRF) dans le contexte de la REDD+ au titre de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC). Il fournit un aperçu détaillé des exigences de la CCNUCC pour l’élaboration des NERF/NRF, en résumant ses directives et en les traduisant en éléments clés à considérer pour leur élaboration.

This document summarizes the latest global and regional policy developments related to forests. It describes decisions resulting from international and intergovernmental processes and identifies areas where these decisions may have an impact on the forest sector in the COFFI and EFC region. It also notes the possible role of the Committee and the Commission in facilitation of implementation of these policy processes. Furthermore the document includes a brief overview of the global and regional reporting on forests and sustainable forest management in the region, concluded in 2015.

The classification of forest terrain gives knowledge about the operational conditions. The classification is arranged methodically in such a way that one terrain class means the same independently of local landscape and terrain conditions. The classification must also be based on basic knowledge of equipment and. operational methods used in forestry. All forestry work is included, such as transport and logging; cultivation, constructional work, road building, etc.
