After the Revolution, in 1979, the Government authorized farmers to temporarily farm in some abandoned lands. The Regulation, which consists of 31 articles, aims to transfer the ownership of these lands to the farmers in return of monthly installment of the land’s actual value. Accordingly, the Regulation provides details of the process to grant ownership. The eligible farmers to receive ownership, as well as the actual price of each land, should be determined by a specified committee.

Article 9 shall be amended to add the following wording: “Plots of public land with undelimited ownership shall be allotted to natural and legal persons, on the grounds envisaged by Land Code of the Russian Federation, in ownership or on lease”.

This Regional Law establishes that use for proper needs of common widespread minerals, without use of explosives, and building of underground constructions to the depth of five meters, by owners of land plots, land tenants, landlords and leaseholders on the regional territory shall be performed in accordance with conclusions of the authorized state regional institution competent in the sphere of rational management and protection of subsoil.

La presente Resolución aprueba los Lineamientos para la ejecución de los procedimientos de formalización y titulación de predios rústicos de propiedad del Estado y de declaración de propiedad por prescripción adquisitiva de dominio. La norma precisa que los lineamientos tienen alcance nacional y son de obligatorio cumplimiento por los gobiernos regionales a los que se ha efectivizado la transferencia de la función referida al saneamiento físico legal de la propiedad agraria.

Article 5 shall be amended to add the following wording: “Minimum size of the consolidated land plot shall not be less than minimum size of land plots pertaining to public or municipal ownership and allotted for farming”.

The Act is the Statute of the Land Affairs Organization which is a state institute part of the Ministry of Agriculture. The Act consists of 9 articles, divided into 4 Chapters; General Provisions (I); Objectives and Essential Duties (II); Responsibilities and Authorities of the Chairman (III); Miscellaneous Provisions (IV).The main duties of this Organization include planning, policy making and organizing the implementation of all rules and regulations regarding lands and land affairs.

The Decree provides the regulation for redistribution of abandoned, denuded, mountainous lands or uncultivated lands to households and families in order to increase their agricultural productions. Households and families shall be assigned with those lands the right to use them and cultivate them.

La presente Resolución aprueba la Directiva que regula las elecciones de los representantes de la Junta Directiva y la redacción de los estatutos de Comunidades Nativas Inscritas.

Article 13 shall be amended to add the following wording: “Citizen registered for the purpose of allotment of land plot prior to entry into force of this Regional Law, shall have the right of allotment of a plot of land in ownership free of charge in accordance with the modalities set forth by this Regional Law with the conservation of the order of precedence as established by the registration”.

La presente Resolución aprueba los Lineamientos sobre procedimiento de formalización y titulación de tierras eriazas habilitadas e incorporadas a la actividad agropecuaria al 31 de diciembre de 2004, con el objeto de establecer un adecuado procedimiento de formalización y titulación de tierras eriazas (tierras ubicadas dentro del territorio nacional que no son explotadas para fines agrarios por falta o exceso de agua), habilitadas e incorporadas a la actividad agropecuaria al 2004.La habilitación para fines agropecuarios consiste en la ejecución de obras civiles, construcciones e instalacio

Article 15 shall be amended to add the following wording: “Expropriation of plots of land for public needs shall be performed in exceptional cases in accordance with the decisions taken by the Regional executive bodies”.

This Act provides with respect to the application for and the granting of loans for an agricultural purpose, or for a purpose declared under section 39 to be an approved purpose, the security necessary for the support of such loans and relative proof of title of rights in land.
