The present Regulation implements the Sachsen Building Ordinance of 28 May 2004. In particular, the Ordinance lays down provisions relating to building and building products, as well as to parcels of land and other constructions and facilities subject to requirments of the afore-mentioned Ordinance. The purpose of the present Ordinance is to enforce efficiently the Saxon Land Survey and Cadastre Law of 29 January 2008. The text – consisting of 22 articles – deals, inter alia, with the following aspects:announcement of land survey works, access to information, use of information from land survey database, requirements of the survey cadastre, border of parcels of land, marking, control of lower survey authorities, transfer of data, transitional provisions, entry into force and expiry.

The present Law implements various articles of the Federal Land Consolidation Act in its consolidated version of 16 March 1976 (BGBl. I p. 546) and the and the Reich Settlement Act of 11 August 1919. The Ordinance establishes the competent authorities responsible for the enforcement of the above-mentioned Federal Act. Article 1 establishes that the authority in charge of the new land re-arrangement is the State Ministry for Agriculture, Food and Forestries. The text consists of 4 articles.

The present Law transposes into national Law the Directive 2010/30/EU of the European Parliament and of the Council on the indication by labelling and standard product information of the consumption of energy and other resources by energy-related products. In particular, the Law lays down provisions relating to building technology and building equipment, as well as to environmental, health and energy requirements of buildings. Furthermore, the Law also applies to parcel of lands and other constructions and facilities subject to requirements of the present Law.

The present Ordinance introduces some amendments to the Burgenland Building Ordinance 2008 (LGBl. No. 63/2008). The Ordinance amends, inter alia, article 34 establishing that in new buildings and major renovations of buildings the technical, ecological and economic use of highly efficient alternative systems as far as available shall be considered and documented and in particular the decentralized supply of energy coming from renewable sources.

The present Law implements the Federal Land Use Planning Law of 22 June 1979 and is the basis for measures concerning land use planning and building of the Canton and municipalities. The Law aims at a purposeful, especially thrifty use of land; the promotion of a meaningful and orderly development of the settlement; the protection of cultural heritage, landscapes and natural resources from impairment.
