We question whether payments for ecosystem services (PES) programs have the potential to enhance natural resource management in Vietnam, where the state essentially designs and implements the programs. In such settings, the welfare gains achieved through PES programs will be determined by how the state incorporates the programs into national development strategies and aligns them with other land use and environmental policies. We consider also whether PES programs can be relied on to reduce poverty and enhance livelihoods, either alone or in combination with other policy interventions.

The 2013 Global Hunger Index (GHI) report-the eighth in an annual series- presents a multidimensional measure of national, regional, and global hunger. It shows that the world has made some progress in reducing hunger since 1990, but still has far to go. The 2013 GHI report focuses on resilience in theory and in practice. The relief and development communities have long struggled to understand why some people fare better than others when confronting stresses or shocks.

Conceptualising context in institutional reforms of land and natural resource management: the case of Vietnam

Research and policy debates over natural resource management in developing countries have largely focused on identifying the set of institutions that best supports resource sustainability and poverty alleviation. We argue that beyond finding the right institutional fit for a social-ecological system, it is equally important to understand how context affects the design and outcomes of institutional reforms. We propose a refined conceptualisation of context, based on a revision of the Institutional Analysis and Development framework.
