The National REDD+ (Reducing Emissions from Deforestation and Forest Degradation-Plus) Strategy in Indonesia highlights the importance of local participation and the reform of land tenure in the success of forest conservation. National parks are a main target area for REDD+. National parks in Indonesia have been suffering from forest destruction and conflicts between governments and local communities.

Fire is a naturally occurring process of most terrestrial ecosystems as well as a tool for changing land use. Since the beginning of history humans have used fire as a mechanism for creating areas suitable for agriculture and settlement. As fires threaten human dominated landscapes, fire risk itself has become a driver of landscape change, impacting landscapes through land use regulations and fire management. Land use changes also influence fire ignition frequency and fuel loads and hence alters fire regimes.

Illegal and irregular allocations of public land were a common feature of the Moi regime and perhaps it’s most pervasive corrupt practice. The Ndung’u Report as well as various reports of the Public Investment Committee details numerous cases of public land illegal allocated to individuals and companies in total disregard of the law and public interest. Most allocations were made to politically correct individuals without justification and resulted in individuals being unjustly enriched at great cost to the people of Kenya.

This past week, one of the local dailies ran a story narrating how many county and national government institutions are squatters on what used to be public property, and even face eviction by new owners. It described how in Meru for instance, land meant for the most critical public institutions — police stations, hospitals, government offices, roads, even sensitive installations like the County Commissioner’s residence — has been allocated to individuals. Land grabbing and irregular land allocation is commonplace in Kenya.
